Ich glaube, die Mehrheit der Beamten ist durch ihr relativ geringes Einkommen im Gegensatz zur privaten Wirtschaft schon genug bestraft. Wenn man die höheren Beamten "bestrafen" will, sollte man sich etwas anderes ausdenken.

im Gegensatz zur freien Wirtschaft ist das Gehalt bzw. die Besoldung der Beamten vergleichsweise gering. Beamte sind zwar fast unkündbar, jedoch ist es sehr viel schwieriger, aufzusteigen. Also macht diese Idee mMn wenig Sinn.
