The Pennsylvania Gaming Commission has issued a substantial fine for accepting sportsbook bets from sponsors who did not physically attend the Philadelphia casino.

The operator of Live! Casino and Hotel Philadelphia, Stadium Casino RE, LLC, was fined $100,000 for facilitating sports betting worth $287,000 over the phone for eight days.

Pennsylvania Gaming Act violations:

According to the Pennsylvania Game Control Board (PGCB), this type of betting, known as "proxy betting," violates regulated game rules. The Pennsylvania Game Act prohibits casinos from intentionally accepting bets from anyone other than the individual who is betting.

As a result of these measures, three employees of the Live! Casino were fired by the PGCB, and their game licenses were revoked. Sponsors who made these bets were added to the state's involuntary exclusion list, effectively banning gambling at Pennsylvania casinos.

The breach was revealed at a public meeting at the PGCB on Wednesday. The board bet a total of $287,421 for no sponsors attending at the Live! casino.

Deputy Executive Dustin Miller said the Casino Compliance Bureau was first alerted to such violations two years ago. Sportsbook employees reported that sponsors had requested $95,000 in total bets from three people via text message and promised to visit the casino to pay for the bets, but did not show up. Later attempts to contact sponsors failed, leading to an investigation that found 12 additional cases of proxy bets.

Patron's claim and casino's response:

The patron eventually visited the casino on June 18, but when he approached security, he said he planned to come in on June 17 to pay for his bets. However, he claimed he was unable to do so due to breaking into the house because his money bag had been stolen.

Tom Diehl, vice president of Legal for Live! Casino, acknowledged that employees used their personal phones to circumvent the proxy betting prevention process. The casino responded by suspending and firing employees, internal reviews, and self-reporting violations to the PGCB.

In response to these violations, Live! Casino has enacted several measures to prevent future outbreaks, including:

– Increases scrutiny by lowering the surveillance notification threshold to $10,000.

– Prohibiting the use of personal mobile phones and restricting the use of company phones in sportsbook areas.

– Install a clear sign to highlight the ban on proxy bets.

– Strengthen employee training programs.

According to the sources, Rich Cooper, regulatory advisor and vice president at FanDuel, Live! Casino, added that FanDuel has also increased the frequency and depth of training related to proxy betting and questionable activities.

As reported by Penn Live, the PGCB rejected requests at the same meeting to remove the two from the involuntary exclusion list. They were listed in 2019 and 2022 for allegedly leaving a minor in a vehicle while gambling.
