The city of Berlin is planning to limit or prohibit the ability of Berlin based kindergartens or day care centres to charge parents for additional services such as: additional personnel, language based offers, special padagogical offers, better meals or international concepts. This specifically discriminates parents of children with additional needs such as multi-langual care, significantly impacting international families.
With this plan the city of Berlin is simply trying to disguise their failure regarding the quality of public day care and kindergartens. By forcing all offers to resign themselves to the lowest common denominator they are punishing the children and parents trying to improve the quality of their child's' care.
In the proposed change of the law from the 11th of October 2017 // print item 18/0590 the house of representatives in Berlin is now proposing to enact this law starting 2018.

As free citizens parents should be able to independently choose wether they are willing to make additional payments for improved or additional services for their children. If the city wants to combat the increase of additional payments of the need for private daycare initiatives – they should focus on improving the quality of the public offering rather than punishing private providers aiming to improve the quality of their services.
