Ich denke man sollte immer die Umstände beachten unter denen ein sogenannter Übergriff passiert. Der Hundehalter und gegebenenfalls vorhandene Zeugen werden gar nicht gefragt und haben gar nicht die Möglichkeit sich zu äußern und Stellung zu nehmen.
