Im Gegenteil. § 12 Abs. 3b gehört ersatzlos gestrichen. Für einen Anhänger / Wohnmobil werden ebenso Kfz- Steuern entrichtet wie für (alle anderen) Kfz. Daher sollte einem Anhänger genauso ein Recht für die Nutzung der Straße zustehen.
