size and speed differences require different rules

But pedelecs are not bikes. They need different rules. I am sick of e-bikes riding dangerously fast on bikeways - with a child trailer! The speed, size and towing abilities of e-bikes is bound to increase in the future. We will need to distinguish e-bikes from normal bikes to make sensible rules to keep the bikeways usable for everyone.
