Rechtsstaat, Gesetze, einhalten

In einem Rechtsstaat sollte es eigentlich selbstverständlich sein, dass zuständige Behörden die Gesetze so erfülllen, wie es vom Gesetzgeber vorgesehen war/ist. Es kann nicht angehen, dass Lebewesen - egal ob Mensch oder Tier - durch Behördenschlamperei zu Schaden kommen!
