Die Kinder und Jugendlichen in der Ex-DDR wurden nach der Dienstanweisung 4/66, 11/66, der Dienstvorschrift IX/60 die Personenkontrolle (Personenüberwachung) regelrecht verfolgt und in die Heime und Jugendwerkhöfe gebracht. Auch die Direktive 1/67 spielte dabei eine große Rolle. Es muss unbedingt Rehabilitiert werden.
