Einverstanden ... aber man sollte zusätzlich eine Umweltabgabe von

200 EUR monatlich pro Köter einführen, um davon _Hundefänger (Mitarbeiter des Ordnungsamtes) zu bezahlen, die freilaufende oder Exkremente absondernde Köter einfangen und deren Halter finanziell zur Verantwortung ziehen.
