Petition richtet sich an: The BMUV, Environment Ministries SH and MV, BfN and WSA

The demand is aimed at those responsible:

Federal level: The BMUV (Federal Ministry for the Environment/ Carsten Schneider). They are responsible for the national master plan for marine protection and major budgets.

State level: The environment ministries of Schleswig-Holstein and Mecklenburg-Western Pomerania. They are responsible for operational protection in their coastal waters and the work of the coast guard.

Authority level: The BfN (Federal Agency for Nature Conservation) and the WSA (Waterways and Shipping Authority) to prioritize the approval processes for this system.

We demand the official adoption and implementation of our 2-stage concept:

*Immediate implementation of Stage 1 (Mobile): Equipping the authority boats (Coast Guard/DLRG) with mobile pinger kits to actively guide the whales out of the danger zone in the event of sightings.

*Installation of Level 2 (Stationary): Establishment of an intelligent "acoustic barrier" at the 3 bottlenecks (Great/Little Belt, Öresund), consisting of 12 AI monitoring stations and 20 directional signalling devices (ADDs).

*Budget release: A one-time investment of approx. 1.2 million euros as well as an annual operating cost guarantee of approx. 150,000 euros.

*Scientific integration: The system is to be recognized as an official research infrastructure (live data for institutes such as GEOMAR or the Oceanographic Museum)

Why are we calling for this in exactly this way?

*Cost-effectiveness: The system is cheaper than the sum of rescue operations (payback after 4-5 strandings prevented).

*Species protection without noise: Thanks to AI detection, the system is 99% silent and thus protects porpoises from continuous noise.

*Legal certainty: It helps the state to actively comply with EU requirements for marine protection (MSFD).


Begründung

1. The ethnic argument:

"Avoidance of unnecessary suffering" " Currently, we are watching majestic creatures in the Baltic Sea die in agony because we have no prevention. This petition is important because it promotes the shift from mere crisis management to active protection. We have the technology to prevent strandings - it is our moral duty to use it."

2. The economic argument:

"Prevention is cheaper than salvage" "Every rescue and recovery operation of a large whale costs the taxpayer six-figure sums. The petition is important because it promotes a one-time investment in an intelligent guidance system that pays for itself after just a few strandings are prevented. It is the economically more sensible solution."

3. The ecological argument:

"Holistic marine conservation" "The Baltic Sea is a highly sensitive habitat. Our concept, "Guardian Spirit of Animals", not only protects large whales, but also provides valuable data on the state of our oceans and protects native species such as the porpoise from constant noise. The petition gives science and species conservation a strong, digital voice."

In summary: "The petition is so important because it forces politicians to finally take responsibility and implement the technological solutions that are ready to finally end the agonizing deaths of whales in the Baltic Sea."

Every year, hundreds of whales beach on our coasts. Behind each of these animals is a fate that breaks our hearts. But compassion alone is no longer enough. Scientific studies show that the ruthless expansion of underwater noise (through sonars, oil drilling and pile driving), the flood of plastic in our oceans and the ruthless bycatch are driving these highly efficient navigators to their deaths. Whales are not only fascinating creatures; they are the "gardeners of the oceans" and our most important allies in the fight against the climate crisis. If we lose them, we lose the balance of our oceans.
