Die bayerische Staatsregierung hat bei Abschaffung der Studiengebühren ausdrücklich versichert, dass der finanzielle Ausfall in vollem Umfang ausgeglichen würde. Eine Streichung in diesem drastischen Maß ist daher nicht nachvollziehbar.
