What are arguments in favour of the petition?

The enactment of overly broad laws, especially ones that shift the burden of proof from the perspective of the state onto the individual, are inherently unfair and apt to be abused by special interest groups. While the trade in antiquities continues to be a major threat to ongoing efforts to preserve historically sensitive areas putting market barriers that are, in effect, impossible to overcome simply diverts the flow of both illegal and legal items to less restrictive localities. Doing so unnecessarily punishes the innocent without accomplishing any measurable gain in the stated goal.
