Halte das für bloße Geldmacherei. Wer will das denn kontrollieren? Verhältnisse wie in den früheren alten Bundesländern? Ruft der Nachbar mal eben an und meldet die unregistrierte Katze vom Nachbarn den er nicht leiden kann? Haben die Gemeinden für sowas Geld? Lieber mal ein paar Spielplätze sanieren!
