Umsonst-Kultur

Wenn alle alles umsonst bekommen, kann niemand mehr für Arbeit bezahlt werden. Man kann jedoch für Behinderte eine Fahrpreisermäßigung (zB. 1/3 auf die Standardpreise) einführen. Für eine höhere Ermäßigung können (auch Behinderte) z.B. die BahnCard 50 erwerben.
