Abgekürzt und auf den Punkt gebracht: Jeder Bürger mit der einzigen(!) deutschen Staatsbürgerschaft welcher in Deutschland seinen ersten Wohnsitz hat und dort wohnt besitzt das Wahlrecht. Ausnahmen nur für befristet (zwei Wahlperioden?!) im Ausland eingesetzte Beschäftigte.
