Die Verringerung der Wahlkreise auf 38 ist zwar gut und sowieso notwendig, aber das Problem der Überhang- und Ausgleichsmandate muss zusätzlich auch gelöst werden. Ich verstehe nicht, warum hier dieselbe Lösung wie beim Bundestag genutzt wird. Ein Kandidat nur mit relativer Mehrheit (zB 21% gegen 20%) hat KEINE Mehrheit und damit auch kein Recht auf den Sitz im Parlament.
