The Passau municipal utilities (Stadtwerke) claim they want to make the bus schedule “more efficient” and “better aligned with passengers’ needs.” But what sounds like an improvement actually means fewer buses, longer waiting times, and worse connections. The reason? A reported deficit of eight million euros last year and allegedly underused bus lines. Under the proposed new timetable, several stops are to be eliminated and services reduced on some routes. The last bus would leave the central station (ZOB) at 10:20 p.m. on weekdays – and as early as 8:20 p.m. on Sundays and public holidays. [1]

In the end, the city council will decide whether these cuts are implemented. But since the municipal utilities are owned by the city, the deficit could simply be covered by public subsidies.

We call on Mayor Jürgen Dupper (SPD) and the Passau City Council to stop the planned cuts and secure public transport through municipal support!

Reason

Public transport is essential
For many people in Passau, the bus is the only way to get to work, to the doctor, to the movies, or to sports activities. Reducing service would make everyday life much harder. Shift workers may no longer get to work on time, businesses could lose employees, and care homes may struggle to staff their facilities. These are not isolated problems – they affect the entire city. Every euro invested in public transport generates three euros in economic return. [2]

Leisure time would also suffer: evening events in Munich, cinema visits, or sports classes become inaccessible without a way home. Many people don’t feel safe walking home alone at night. The impact is especially harsh on those without a car – the elderly, young people, and people with health issues. They risk losing their mobility and, with it, part of their quality of life.

Fewer buses mean more traffic jams
In a city like Passau, where traffic congestion is already a problem, more cars are not the answer. Without buses, streets will become more crowded, noisier, and more stressful. And remaining buses will be more packed – leaving less space for strollers, walkers, and wheelchairs.

We don’t need fewer buses – we need more, especially during peak hours and weekends. Only then can everyone get to work, leisure activities, and volunteer roles safely and reliably. Only then will Passau remain mobile and livable. That’s why it’s right for the city to subsidize public transport.

Climate action starts here
Every bus ride that replaces a car trip saves CO₂. Now, as the climate crisis becomes increasingly visible, strong public transport is more crucial than ever. In Germany, emissions from transportation are not dropping fast enough. [3] Buses are one of the most effective ways to reduce emissions and improve air quality in Passau. Letting public transport collapse due to budget cuts would waste this opportunity – and we can’t afford that. Good public transport is not a luxury; it’s an investment in our future.

Der Passauer Westen darf nicht weiter abgehängt werden. In der Gionstr. fährt nur noch die Linie 8. Die Linienführung und die Fahrzeiten sollten nicht verändert werden, damit es weiterhin möglich bleibt, mit öffentlichen Verkehrsmitteln zur Arbeit in die Stadt zu pendeln! Für eine ökologische Stadtentwicklung sollte das Busnetz eher ausgebaut, statt abgebaut werden. Dann würden vermutlich auch noch mehr Personen auf den öffentlichen Verkehr umsteigen.

Less Buses means It will get even rarer for lines 8 and 9 specially, which will affect directly our journey

The change in bus services will affect my personal and professional life negatively because I am relaying heavily on public transport in my day to day life

I use piblic transport everyday. The whole reason that I live where I live is because of the bus connections. It is a shameful decision to reduce already scantly offered public transportation.

It is important because sometimes we are coming late to home and to study at the university and also some of the students are doing jobs as well and they are trying to catch the last bus at 11 pm , instead of going by walk for 1 or 2 hours
