Was meiner Meinung nach in der Argumetationskette des Petenten noch fehlt ist die Tatsache, daß die Zuzahlung in Teilen der Politik nicht mehr als ordnungspolitisches Instrument gesehen wird. Sie wird sogar als Wettbewerbsinstrument von ausländischen Kapitalgesellschaften misbraucht und ist auch vor diesem Hintergrund abzuschaffen.
