Unterbesetzung ist ein Fakt – gerade deshalb braucht es transparente Terminregeln, klare Priorisierung sowie verlässliche Rückmeldungen und Wartelisten, damit das Kapazitätsproblem nicht als „Refresh-Lotterie“ auf die Betroffenen abgewälzt wird.
