Auch wenn aus einigen Bundesländern positive Beispiele ressortübergreifender Abstimmungsprozesse und Förderkonzepte zugunsten von Kultur in ländlichen Räumen dargestellt wurden39, stellen sich die Ressortzuständigkeiten als Herausforderung für Kulturakteure in ländlichen Räumen dar. Selbst die Vertreter*innen von Kulturfachverbänden stöhnten über hohe Hürden beim Versuch, im Kultus-, Sozial- oder im Wissenschaftsministerium Gehör für die Belange des Kulturbereichs zu finden (z.B. G-P1).

Der Landkreis muss sich entscheiden zwischen Unterbringung von Flüchtlingen und Bildung. Es gibt ein Haushaltsdefizit von über 23 Millionen Euro, jedes Jahr, weil sich der Bund weigert, die Kommunen auch nur annähernd ausreichend zu finanzieren. Eigene Einnahmen kann der Landkreis nicht ausreichend erheben, Pflichtaufgaben nicht ablehnen. Er hat keine Wahl.
