Es geht nicht darum einen regionalplan zu verhindern. Es geht darum dass die vorhandenen WKA entsprechend berücksichtigt werden. Und wenn das berücksichtigt wird, dann ist das erforderliche Flächenziel bereits erreicht.

Bestehende Windkraftanlagen werden bei der Ausweisung neuer Windvorranggebiete oft nicht mitgezählt, weil die Planung auf eine zukünftige, also noch zu realisierende Nutzung abzielt. Zudem können bestehende Anlagen durch neue Regelungen oder fehlende Eignung (z. B. aufgrund von Abstandsvorgaben) übersehen werden oder aus anderen rechtlichen und planerischen Gründen nicht als Teil des Flächenziels gelten.
