Es geht nicht darum einen regionalplan zu verhindern. Es geht darum dass die vorhandenen WKA entsprechend berücksichtigt werden. Und wenn das berücksichtigt wird, dann ist das erforderliche Flächenziel bereits erreicht.

Wenn die Regionaplanung keine Flächen ausweist, sind überall im Plangebiet Windenergieanlagen zulässig und es erfolgt keine planerische Steuerung.
