Bereits 1987 wollte die Fa. Allkauf sich auf dem Gelände des alten Schwimmbades und Sportplatzes ansiedeln, da ein Behördenzentrum nicht mehr aktuell und zu realisieren war. Unter großem Druck der Öffentlichkeit, dem Engagement der Katholischen Jugend Bergheim, den politischen Parteien Die Grünen und der CDU wurde verhindert, dass die Fläche bebaut wurde. Der Bebauungsplan hätte bereits 1987 aufgehoben werden müssen.
