verfassungswidrig

Eine derartige Änderung würde mit dem grundsätzlich im deutschen Straf- und Ordnungswidrigkeitenrecht verankerten, aus der Verfassung abgeleiteten Schuldprinzip (nulla poena sine culpa) brechen und wäre daher verfassungswidrig.
