Forderungen an die Politik:
Das Stadtentwicklungsamt Friedrichshain-Kreuzberg hat die Maßnahmen genehmigt. Wir appellieren an das Amt, seiner Verantwortung für den Erhalt der sozialen Struktur im Kiez (Milieuschutz) gerecht zu werden. Wir wollen kein Präzedenzfall für eine neue Welle großflächiger Modernisierungsprojekte in Berlin werden.

Wir fordern vom Bezirksamt Friedrichshain-Kreuzberg und vom Berliner Senat:

Einen Stopp des Fensteraustauschs und die Verpflichtung der Eigentümer zu einer sozialverträglichen Sanierung unter Erhalt der Bausubstanz (Fensterertüchtigung statt Abriss).

Eine unabhängige, transparente Überprüfung der eingereichten Energie- und Kostenberechnungen durch das Stadtentwicklungsamt. Wirksamen Schutz vor finanzieller Verdrängung durch konsequente Härtefallregelungen, um sicherzustellen, dass Klimaschutzmaßnahmen nicht zu Luxussanierungen führen.

Wir fordern auch, dass die zwölf Balkone der Muskauer Straße 11 und 11a, die im Jahr 2020 mit einem Abstand für die damals noch nicht genehmigte Wärmedämmung angebracht und deren Nutzung untersagt wurde, den Mietern unverzüglich nutzbar gemacht werden.

Wir versuchen, unsere Wohnungen vor einer unmittelbar bevorstehenden, unnötigen Modernisierung im Vorfeld eines Verkaufs zu bewahren. Bitte unterschreiben und verbreiten!

We—32 tenant households across three buildings in Kreuzberg—fear for our homes. Under the guise of energy-efficiency upgrades, the property management—acting on behalf of the international investor Blackstone—is threatening us with a modernization project that would destroy our current windows, replace our heating systems and drive up rents by over 20% upon completion. We fear the disfigurement of our homes, the displacement of our long-standing community and the subsequent sale of our apartments.

Criticism of the planned measures:

The plan entails replacing over 200 historic double-cased windows with PVC windows and swapping our functional individual gas heating systems a third of which only ten years old - for district heating. We consider these measures both ecologically and economically questionable. Instead of a complete replacement, the existing windows could be upgraded for energy efficiency in a cost-effective manner that respects heritage preservation standards (e.g., through thermal glazing or new seals)—thereby protecting both the climate and rent levels.

Rationale
Demands addressed to policymakers:

The Friedrichshain-Kreuzberg Department of Urban Development has approved the measures. We appeal to the department to fulfill its responsibility to preserve the neighborhood's social fabric (under "Milieuschutz" or social preservation statutes). We do not want to become a precedent for a new wave of large-scale modernization projects in Berlin.

We demand the following from the Friedrichshain-Kreuzberg District Office and the Berlin Senate:

A halt to the window replacement and a requirement for the owners to carry out a socially responsible renovation that preserves the existing building fabric (upgrading windows rather than demolition).

An independent, transparent review of the submitted energy and cost calculations by the Department of Urban Development. Effective protection against financial displacement through robust hardship provisions, ensuring that climate protection measures do not lead to luxury renovations.

We also demand that the twelve balconies at Muskauer Straße 11 and 11a—which were installed in 2020 with the necessary clearance for thermal insulation that had not yet been approved at the time, and whose use was subsequently prohibited—be made available for the tenants to use without delay.
