Petition richtet sich an: German Bundestag (Petitions Committee) as well as Bärbel Bas
We demand action instead of empty words and call for the immediate statutory implementation of the following points:
1. Federalization and Standardization of Financial Assistance:
- The blind and visually impaired allowance (Blinden- und Sehbehindertengeld) must become an exclusive federal matter to end the current unequal treatment by the federal states.
- Standardized Blind Allowance: Nationwide increase to an absolute minimum standard of €700.
- Standardized Visually Impaired Allowance: Nationwide equalization for all affected individuals, as the everyday hurdles are identical.
2. Automatic, Statutory Indexation:
- Enshrining an automatic, annual adjustment of these compensatory allowances (e.g., linked to pension increases or parliamentary remuneration) to halt the loss of purchasing power caused by inflation.
3. Mandatory Accessibility in Hospitals and Public Offices:
- Statutory obligation for professional, seamless guidance systems for the blind on every state and public hospital campus (mandatory from the emergency room to a 24/7 staffed information desk).
- True Orientation in Public Offices: Abolition of inadequate visual/acoustic queuing systems ("ding-dong" announcements). Instead, a statutory obligation for comprehensive tactile and acoustic guidance systems, alongside accessible spatial concepts, that guarantee independent orientation right to the final destination.
Begründung
We, a group of blind and visually impaired individuals, demand an end to the injustice in Germany! Although there is much political talk about accessibility and inclusion, in real life, 99% of our needs are ignored. This applies to our financial support just as much as to our safety in public buildings.
Why the current system is a shameful patchwork: Financial support is an essential compensatory allowance (Nachteilsausgleich). However, because this is exclusively a matter for the federal states (Ländersache), we experience devastating unequal treatment:
- Regarding the blind allowance (Blindengeld): A blind person in Flensburg faces the exact same hurdles as someone in Düsseldorf! Yet, more appropriate amounts are paid in North Rhine-Westphalia (€913) or Hesse (approx. €785), while those affected in Schleswig-Holstein (€325), Saxony (€380), or Baden-Württemberg (€410) are massively abandoned.
- Regarding the visually impaired allowance (Sehbehindertengeld): The chaos here is even greater. In North Rhine-Westphalia, the amount has been frozen at a ridiculous €77 for years (Bavaria pays around €244, Hesse approx. €235) – and in several other federal states, not a single cent is provided! In everyday life, being visually impaired essentially means being blind. The limitations are identical.
Why we demand automatic adjustment (The inflation scandal): It is a scandal that our compensatory allowances stagnate for years or decades while the cost of living explodes. If, for example, the visually impaired allowance had developed in parallel with pensions, it should have reached €130 or more long ago. Those who regularly grant themselves inflation compensations must not simply fob off and forget the most vulnerable members of society.
Why public life is life-threatening and humiliating: In state buildings, town halls, and hospitals, we are systematically overlooked.
- Hospitals: The technical capabilities for seamless guidance systems have long existed, but they are denied to us out of sheer ignorance.
- Public Offices: A simple "ding-dong" as a queuing signal is absolutely useless to us. Even an announcement like "Number 8, please proceed to desk 15" does not get us to our destination if we cannot see where this desk is located.
End the invisibility! A nationwide, standardized compensatory allowance and genuine accessibility do not just improve the quality of life; they are a sign of fundamental respect.
